Fotografía: Jan Bitter, BerlinThe Heinrich Böll Foundation is closely linked to the political party Bündnis 90/Die Grünen and is committed to promoting democratic decision-making, socio-political engagement, and international understanding around the globe. The Foundation headquarters are centrally located on an undeveloped site in the district of Berlin-Mitte, close to the government buildings in the centre of Berlin. The building is in a park, surrounded by trees, however it is located at the edge of the park and has a small footprint.
In this way, the largest possible area of open space can be preserved. The design concept is both radical and pragmatic: based on a limited budget, it clearly prioritizes how much money should be spent in which areas. While the office storeys are stacked on top of one another, organised efficiently and the structural framework has been left exposed, the spacious conference rooms that can be divided as desired have been combined to create an impressive bel étage.
“In terms of spending and saving on fittings, furnishing and materials, the architectural concept became an economic concept”, say the architects “Everything we could save in the office spaces we could spend on the first floor and vice versa”. The concept, they say, is one of polarity: the convention centre level with its precious fittings and applied materials contrasts with the office spaces which are treated as “workshops” with plain concrete surfaces and visible technical installations, allowing a high-level of flexibility for its users.
In this way, the polarization resulting from the minimal budget has been cleverly transformed into an architectural theme. This is not only visible in the harmonious choice of materials used for the office storeys, and the clear differentiation of the materials used for the offices on the conference floor, but also determines the characteristic expression of the building. The fully glazed piano nobile extends out into the park, and in this way emphasizes its function as the prestigious centre of the building. It seems as though the inconspicuous office cube above the ground floor has been split and an elegant, two-storey villa has been implanted – a combination that gives the building an appearance that is on the one hand stately, yet on the other hand reserved, fitting to the mission of the foundation.
The Heinrich Böll Foundation's Energy Concept – at the Forefront of New Building Technology: The energy concept for the new head office of the Heinrich Böll Foundation in Berlin puts the building at the ecological vanguard. Highly innovative technology in small doses creates a pleasant working environment in modern office spaces. It boasts an energy consumption of less than 40 kWh/m2 per year, which is less than half of the legal maximum. This makes the building a leader in the field of modern office and conference centre design in Europe. Close co-operation between the client, the architect, and the building services engineers ensured that innovative solutions were successfully implemented within a tight budget.
